Duties and Responsibilities: The Command Group administers all components of the Oregon National Guard. It consists of the Adjutant General, Joint Force Headquarters, including the Assistant Adjutants General for Support and Operations, Land Component Commander, Air Component Commander and the Interagency Director.


The purpose of the Command Group is to administer all components of the Oregon Military Department, Oregon National Guard and the Office of Emergency Management. The Adjutant General develops and coordinates policies and programs in cooperation with the governor and the state Legislature.

Duties and Responsibilities: The Financial Administration Division provides fiscal management and oversight of the Oregon Military Department’s state and federal budgets. The division develops, monitors and enforces agency fiscal and internal control systems, accounts for agency state and federal funds, and performs payroll functions for the agency’s state employees and the National Guard when called to state service. The division also coordinates grants and federal/state cooperative agreements.

Duties and Responsibilities: The Installations Division includes Planning and Programming, Facilities Operations and Maintenance, Construction and Environmental services. The division is responsible for the operation, maintenance, repair, alteration, rental, and leasing of Oregon Army National Guard facilities; design and construction of new facilities; acquisition and disposal of land and facilities; and environmental compliance. The division also constructs, maintains and operates joint facilities for other federal, state and local agencies, including the U.S. Navy, U.S. Marine Corps, Bureau of Land Management, United States Department of Forestry, Department of State Police, Department of Transportation, Department of Corrections, universities, colleges and other entities. The division is responsible for 395 buildings comprising over 3.3 million square feet, situated on almost 80,000 acres in 43 communities throughout Oregon.

Duties and Responsibilities: The Office of Emergency Management executes the governor’s responsibilities to maintain an emergency services system to deal with emergencies or disasters that may present threats to the lives and property of Oregon’s citizens. The agency coordinates and facilitates emergency planning, preparedness, response and recovery activities with state and local emergency service agencies and organizations.

Duties and Responsibilities: The State Personnel Office is responsible for human resource management and labor relations activities for state employees of the Oregon Military Department. The office provides technical assistance to department managers, supervisors, and bargaining unit employees to maintain a high performance work force in support of the Oregon National Guard and Oregon’s Emergency Management System.

Duties and Responsibilities: The Oregon National Guard Youth Challenge Program is a statewide accredited, public, alternative high school that serves 16 to 18 year old high school dropouts. The program is guided by military principles, structure and discipline. It consists of two phases. The residential phase is when cadets (students) live on-site for five months and attend school, where they earn credits to return to high school and earn their GED or high school diploma. The post-residential phase is a mandatory 12-month mentoring period during which cadets work with mentors from their home towns.
