Duties and Responsibilities: Oregon Housing and Community Services’ State Housing Council is a seven member advisory body, appointed by the governor, that includes a range of stakeholders. The council helps guide the agency’s decision making and helps to set policy and priorities for the agency. It provides oversight to loans and grants made by the agency to finance affordable housing across Oregon.

Duties and Responsibilities: Oregon Housing and Community Services’ Business Operations Division ensures affordable housing projects across Oregon maintain compliance with state and federal regulations as well as safe and healthy properties for the residents that call them home. The division also includes contract administration on behalf of the U.S. Department of Housing and Urban Development, human resources, and facilities functions.

Duties and Responsibilities: Oregon Housing and Community Services’ Housing Finance Division provides housing options for Oregonians with low incomes. The division manages federal and state-funded homeownership and multifamily rental housing programs, which provide stability and access to opportunities for Oregonians. The division provides mortgages to first time homebuyers through the State Bond program, funds homebuyer education and foreclosure counseling programs, and also funds the development of new rental housing units, rehabilitation of existing rental housing units, and preservation of multifamily affordable housing projects with federal rental subsidies such as Section 8 and rural development.

Duties and Responsibilities: Oregon Housing and Community Services’ Housing Stabilization Division administers services intended to help Oregonians with low, and extremely low, incomes stabilize their housing as well as achieve greater economic stability. Services include work to prevent and end homelessness, emergency rental assistance, energy bill payment assistance, and weatherization assistance as well as other anti-poverty programs.
