Opportunity Grant is Oregon’s largest state-funded, need-based program for students planning to go to college. The program was established by the Legislature in 1971 to assist financially needy students in attaining a postsecondary education at an Oregon community college, public university or four-year private nonprofit institution. Funding sources include the state General Fund and interest earnings from the Lottery-supported Education
Stability Fund. Students apply for the grant by completing the Free Application for Federal Student Aid, which is also the gateway for all federal
student financial aid. This unit also oversees a number of publicly funded programs to assist former foster youth, students with childcare expenses, and children of deceased and disabled public safety officers.
