Present Duties

The Motor Carrier Transportation Division (MCTD) was created in 1996 following legislation transferring the truck regulatory program from the Public Utility Commission of Oregon to ODOT. MCTD is responsible for issuing operating authority to motor carriers; collecting highway use taxes; conducting motor carrier tax, International Fuel Tax Agreements and International Registration Plan audits; registering heavy vehicles; enforcing motor carrier safety regulations to protect Oregon motorists; performing economic regulation; and enforcing truck size and weight laws to protect Oregon’s highways, roads and bridges.
